Dr. Cris B. Liban, P.E. is a Commissioner for the L.A. Board of Transportation Commissioners, appointed by LA City Mayor Eric Garcetti. He provides policy guidance and oversight of the Los Angeles Department of Transportation.

He is the Executive Officer for Environmental Compliance and Sustainability at the L.A. County Metropolitan Transportation Authority (MTA). He oversees (among others) the MTA’s environmental and resource energy management, climate change management, environmental policy development and implementation. He also oversees MTA’s electric vehicle charger, biomethane, and carbon credits management programs.

Dr. Liban serves on several American Public Transportation Association (APTA) Working Groups, and co-chairs the APTA Sustainability Commitment Sub-Committee. Additionally, he holds leadership roles in a number of committees at the National Academies of Science’s Transportation Research Board and the American Society of Civil Engineers. He has been a technical resource in a number of national, state and local energy, sustainability, environmental, and climate change management research projects, including most recently those conducted through UCLA, Occidental College, and the High Speed Rail Authority.

He is also the current Board Chair of the Filipino American Service Group, Inc. (FASGI), an L.A.-based organization focused on assisting underserved community members of Historic Filipinotown. He was recently appointed by Supervisor Shiela Kuehl as a Los Angeles County Beach Commissioner, providing policy, capital, and budgetary oversight for all Los Angeles County-operated beaches through the LA County Beach and Harbors Department.

Dr. Liban has degrees in geology (BS, magna cum laude), civil and environmental engineering (MSE), and environmental science and engineering (Doctorate).
